Resource Demobilization

Emergency agencies need to be fully prepared during natural disasters such as floods. This means that the agencies should be ready to respond by having enough resources, staff and recovery strategies. Such a disaster requires that people are evacuated to safer places and provided with supplies such as food, water, shelter and medication. Recovery plans should be initiated right away so that people can get back to their normal lives as soon as possible. In the first reconstruction phase, the extent of the damage and the chances that more damage can happen in the future should be established.  This phase also includes determining the infrastructure damaged the types of damages and the type of replacement needed. The time needed for reconstruction is also established depending on the extent of the damage and availability of resources. The information gathered during assessment should be passed to the officials and reconstruction should start (Osha.gov, 2016).

Execution phase should start by getting facts about the risks and hazards. Reconstruction agents should check the status of electricity lines, fire systems, chemical and biological hazards. The reconstruction personnel should be deployed in the several areas depending on their expertise. Flooding may cause the breakage of gas passages and underground storage tanks which may contain harmful chemicals. The harmful waste should be taken to munitions depot so as to make sure that it is safe for residence again. Damaged fire protection systems should be repaired to avoid any dangers in the future and ensure that fire fighting capabilities are restored. Floods also destroy electricity lines. During reconstruction, power should be turned off until repair is done and absence of threat is confirmed. All the debris resulting from the disaster should be removed to ensure that there no mosquitoes and other harmful creatures do not breed.

 A disaster management committee should be formed to ensure that reconstruction is perfectly done. Improvements should be made during reconstruction by making infrastructure that can withstand such disasters. Officials should ensure that the areas are safe for human and livestock and finally basic facilities such as power, water and sewerage should be restored.
