Social policy, including health care policy, is perhaps one of the most controversial domains of public policy because it represents competing interpretations regarding the root causes of poverty, the tension between structural causes vs. individual causes, and the appropriate solutions. All of this, in turn, reminds us of the Biblically defined roles of the Church and State, and the ways that poverty should be addressed by both domains.
