The chief of police of the local police department has approached your team to develop an Interagency Mental Health and Crisis Intervention Response Plan that includes local, state, and federal crisis intervention agencies and other emergency and private resources for the purpose of responding to a terrorist event or natural disaster. The chief has informed you that he is concerned that many cities, including his own, do not have a written mental health response plan for critical incidents. Determine If one organization should be the lead in the event, and how that responsibility would be decided.

A good response plan should have detail of the resources available, list of those coordinating the response plan, and the responsibilities that different individuals or agencies should take. A community’s response to disaster and crisis should consider a very important aspect; mental health. Research provides minimal guidance on the most effective intervention strategies to prevent post disaster mental health issues. Most places lack a comprehensive Mental Health and Crisis Intervention Response Plan. Survivors of traumatic events such as a hurricane, tsunami or other huge disasters are usually vulnerable to long lasting psychological trauma due to the risk of exposure to loss, displacement, injury and death. It is vital to have a Mental Health and Crisis Intervention Response Plan that addresses the various mental health problems that the victims are exposed to. The best way to execute a good response plan is ensuring that different agencies are included (FREEDY & SIMPSON, 2007).
When a disaster strikes, there is initial confusion regarding the responsibilities of the different response teams. A reliable response plan will provide clarification of leadership. It should have a clear indication of who is in charge of providing safety, transportation and other services. Most importantly mental health response should be clearly designated to an agency that deals with mental health issues. When competitions for leadership arise, more stress is created for the families and workers. City, county, state and federal agencies should be involved. There are also nongovernmental agencies that provide mental health services to victims and their families. Some of the organizations that respond to the mental health for the victims of a disaster include the international Critical Incident Stress Foundation, the National Organization of Victim Assistance, the Red Cross, the international Association of Trauma Counselors, and the Salvation Army. There are several mental health and crisis response strategies that can be applied. One intervention that has been in use since the 1980’s is the Critical Incident Stress Debriefing (CISD). It is a strict intervention protocol that gives survivors an opportunity to review their personal experiences of the disaster or crisis. This post disaster intervention plan is not only applicable to first responders but also to the victims of the traumatic event. This method can be effective when a disaster affects a huge population or an expansive area. Although debriefing does not prevent the posttraumatic stress disorder from developing, it can help in reducing. Research shows that individual debriefing is more effective than group debriefing. Mental health takes time to achieve after undergoing a traumatic event (Gard & Ruzek, 2006).
Other interventions that can be applied are demobilizations and defusing. Demobilizations are meant give information regarding to the incidents as well as stress reactions. This service is offered when releasing a big number of personnel from active duty. Defusings are short meetings that are supposed to relive stress by exploring a traumatic event. The signs and symptoms of stress are discussed and coping mechanisms are developed in order to relieve the stress. These methods can be used during traumatic events such as hurricanes, terrorist attacks, and also major and minor traumatic events.
Mental health issues need to be addressed when a traumatic event happens. A comprehensive and reliable Interagency Mental Health and Crisis Intervention Response Plan should be designed so as to ensure effectiveness in the recovery process. After a traumatic event such as a terrorist attack, hurricane, floods or other disasters that cause massive destructions, victims may suffer psychological problems. These problems should be addressed as soon as possible to make sure that they do not take a toll on the victims. Response levels vary depending on the severity of the disaster. In order to be fully prepared to handle huge disasters, an interagency response plan should be designed and responsibilities distributed fairly. Agencies such as FEMA, NOVA, the Red Cross, the Salvation Army, and agencies dealing with mental health issues should be actively involved after a disaster. In order for individuals and communities to completely heal and recover, mental health needs to be prioritized (Department of Health and Human Services, 2004).
